Short description of project
Buildings have a large potential in reduction of energy consumption and thus the building sector can greatly contribute to achievement of EU’s and Croatia’s 20-20-20 targets until 2020. Experience from EU countries and in Croatia has shown that energy efficient retrofitting and construction at the moment present a big challenge for the Croatian building sector and the related industry, given the lack of qualified building sector workers, due to the lack of institutional specialised-education schemes and weak market demand for low-energy buildings. This situation requires a change in the business-as-usual way of thinking, and thus a change of professional qualification of workers on the market, i.e. creation of the workforce (craftsmen, entrepreneurs) with sufficient knowledge or specialisation in the construction of low-energy, passive and nearly zero-energy buildings is essential, thus guaranteeing high quality work performance. Also, legislative and policy measures need to be developed to trigger market evaluation of the qualified workforce.   In order to contribute to achieving the ambitious national EE targets, this project intends to develop a national strategy (roadmap) for establishing a system of continuous energy efficiency education of (current and future) building workers and a system of market evaluation of qualified workforce. Its subsequent implementation should lead to an increased application of energy efficiency (EE) and renewable energy sources (RES) in the construction sector daily practices, through increased practical knowledge of on-site workers specialized for all phases of the building’s construction and maintenance processes. A nearly zero-energy standard anticipated by EPBD can only become a reality if quality control is not only enforced by authorities, but that it is self-imposed by either associations or the professionals themselves.
