Short description of project
The goal of the project is to desribe, analyse and asess the standards of good local governance in France and Croatia based on the comparative analysis of legal documents, policies and practices in both countries, in the EU and other European countries.   The specific goals include the identification and the analysis of the stanards of good local governance within the EU, their application in Croatia and France and their legal and practical implications in the regulation and performance of specific local public services.  The research and the analysis of legal and practical implications will enable the assessment of the adherence to the European standards. The legal and policy analysis could help the policymakers and practicioners in the decision making practice  (European Commission, The Committee of Regions, Council of Europe) The project is intended to gather experienced researchers, mid-career researchers and doctoral students. The project is intended to influence practice of local governance and civil society in both countries.     
Short description of the task performed by Croatian partner
The research teams will: identify, analyse and evaluate the standards of good local governance in Europe as they are determined in legal and policy docuements, especially the EU law, the European Charter of Self - Government, the Council of Europe documents, the policy recommendations (Council of Europe, European networks of local units) and good comparative practice, as well as the Europeanisation of public services   analyse and assess the development of the legal framework and the practice of decentralisation of various local public services (transport, education,  water management, etc.), especially the territorial division of competences, local competences, organisational aspects, user position, financial management, etc.   Outputs:  Workshops  (1 Zagreb, 2 Valenciennes) Final conference (Zagreb) Wiki site Publication of papers  Lhomme, D., Musa, A., De La Rosa, S.
