Short description of project
The Norwegian Ministry of Foreign Affairs is supporting the Real Estate Administration of Montenegro (REA) in establishing geographic information for domestic development and European Integration. The Norwegian Mapping Authority (Statens kartverk (SK)), acting on behalf of the Norwegian Ministry of Foreign Affairs, administers the project in cooperation with REA. The recipient of the results from the project is Real Estate Administration (REA) of Montenegro. Statens kartverk have agreed to a proposal from REA to fund a investigation, analysis, original design and realization of the Montenegro new Height Reference System, taking into account geometric levelling data data from the Montenegro territory and as well neighbouring countries. The Faculty in Zagreb is the only institution in position to do the work, and it is therefore accepted to make a direct Agreement with the University related to the project realization.  
Short description of the task performed by Croatian partner
Realization of the unique new Height Reference System of the Montenegro, taking into account geometric leveling data availability, the feasibility and the objective and relevant specific circumstances, entails the execution of the following activities including preparation, analysis, original design, realization and delivery of appropriate solution and data sets of the Height Refrence System. Activities Realization of the of normal-orthometric height system for practical purposes using original geometric leveling survey data of the IINVT network from the whole western part of the former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, and Vojvodina) and using tide gauge data related to the 5 tide gauges along the Adriatic coast (Koper, Rovinj, Bakar, Split, and Dubrovnik). Realization of the geopotential height reference system for scientific purposes using original geometric leveling survey data of the IINVT network from the whole western part of the former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, and Vojvodina), using tide gauge data related to the 5 tide gauges along the Adriatic coast (Koper, Rovinj, Bakar, Split, and Dubrovnik) and using the modeled gravity data related to the bench mark locations obtained from the adequate gravimetric model. Realization of the geopotential and normal height reference system according to the EUREF-UELN official solution, using original geometric leveling survey data of the IINVT network from the whole western part of the former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, and Vojvodina), using Amsterdam tide gauge height datum. Preparation of a detailed written study with elaborations, descriptions and explanations related to the realization of points A.a, A.b and A.c, in order to document and gain insight into the principles and methodology applied to the work, the quality of the achieved results and other facts necessary for proper understanding and use of height reference systems. Datasets Digital file records (Excel files - MS Office) and analog printing of the IINVT raw surveying measurement data, fit for immediate use for all leveling lines and micro-leveling networks specified in the Note under point A of this Chapter. These data would be systematized separately for the each leveling line and for each leveling side inside specific line. Digital file records (Excel files - MS Office) and analog data printing of the normal-orthometric height reference system realization, based on IINVT measurement data from the western part of the former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, and Vojvodina), and on the tide gauge data related to the 5 tide gauges along the Adriatic east coast (Koper, Rovinj, Bakar, Split, and Dubrovnik), for all leveling lines in accordance with the specification in the Note under the point A of this Chapter. Digital file records (Excel files - MS Office) and analog data printing of the geopotential height reference system realization, based on IINVT measurement data from the western part of the former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, and Vojvodina), the tide gauge data related to the 5 tide gauges along the Adriatic east coast (Koper, Rovinj, Bakar, Split, and Dubrovnik) and modeled gravimetric data at the IINVT bench mark locations for all the leveling lines specified in the Note under point A of this Chapter. Digital file records (Excel files - MS Office) and analog data printing of the UELN geopotential and normal height system realization, based on IINVT network measurement data from the western part of the former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Vojvodina) integrated into UELN, the height datum related to the Amsterdam tide gauge and modeled gravity values at the IINVT bench mark locations for all the leveling lines listed in the Note under point A of this chapter (official UELN realization).
