Short description of project
Croatia's rural economy, traditionally almost exclusively tied to agriculture and forestry, suffers from a series of structural problems, stemming from the historica I heritage of the socialist p/anned economy, dispersion of arable land into small p/ots, and high dependence on state subsidies, as well as problems stemming from recent wars. According to census data, rural areas in Croatia today cover some 92% of the total territory and represent nearly 48% of total population. Agriculture, fishery and associated industries contribute over 10% of GDP. Given the differences between the current Croatian agricultural policy and the measures that will be required under the EU CAP and rural development policy, the size of the policy shift that is required from the Croatian authorities becomes visible. Thus, in 2010 the Croatian Government is obliged to adopt a Rural Development Strategy for 2012-2013. This will in turn make it possible to respond to, and take up, fund ing under EU rural development axes 2 and 3 (Land management & Environment; and Economic diversity & Quality of life). In addition, the structures specified for the LEADER programme (including the so-called Local Action Groups) will need to be installed.
